I.These guidelines are established by the Southern Taiwan Science Park Bureau, Ministry of Science and Technology (the “Bureau”) in accordance with Article 26 of the Parking Facility Act for management of underground parking (the “Parking Lot”) located in Tainan Science Park’s standard factory building phase 2.
II.Vehicle capacity and type: 225 small cars, 170 motorcycles. Users should park vehicles in appropriate and designated spaces.
III.Hours: The facility is open 24 hours a day. Payment is required seven days a week.
IV.Rates and collection policies:
(A)Rates:
1.Small cars:
(1)Hourly: The first 30 minutes is free of charge. Vehicles parked for more than 30 minutes but less than one hour will be charged NTD 20. For each additional half-hour, a rate of NTD 10 will be charged. Vehicles must exit the Parking Lot within 15 minutes of payment or an additional fee of NTD 10 per additional half hour must be paid.
(2)Monthly: Lessees of the standard factory building may use their designated parking space with no additional charge. However, if the lessee parks in a non-designated space, the hourly pricing policy will apply.
2.Motorcycles: free of charge
3.Official Bureau vehicles and holders of valid accessible parking permits (the plate number should be the same with the permit) may park free of charge.
(B)Collection:
1.The Parking Lot operates on a pay-by-plate system.
2.Entry and exit:
(1)Entry: When the vehicle approaches the entrance gate, the system will automatically recognize the license plate and open the gate. No parking ticket will be dispensed.
(2)Exit: Users must pay at the pay station before exiting.
V.User rights and responsibilities:
(A)The Parking Lot height limit is 2 meters. The Bureau will not be held responsible for damage to vehicles arising from breach of the facility’s height limit, and users will be held responsible for damage to the Parking Lot’s facilities arising from such a breach.
(B)Drivers entering and exiting the Parking Lot should follow all signage, markings, and parking lot staff directions and vehicles should be parked in accordance with the signage, marking, and parking space layout. Vehicles not parked appropriately will be removed according to Article 32 of the Parking Facility Act with associated costs paid by the user. (The cost shall not exceed towing charges.) Users shall be responsible for any accident inside the Parking Lot or damage to the premise’s facilities arising from the inappropriate parking.
(C)Users may not keep flammable, explosive, or hazardous materials inside the vehicle and will be responsible for compensation for any related damage.
(D)The Parking Lot offers the area for parking purpose only and assumes no responsibility for theft or damage to vehicles or contents unless such loss or damage arises from reasons attributable to the Bureau.
(E)Users who cause damage to Parking Lot facilities whether by accident or intention will be held responsible for compensation for such damage.
(F)The Bureau shall maintain facilities on the premises. The Bureau shall be responsible for compensation for damage or loss caused by the use of facilities by users. In the situation where the Bureau has made due efforts in maintaining the facilities and preventing damage, or the damage to the facilities is not caused by poor installation or management, the Bureau will not be held responsible.
(G)Owners of vehicles parked in the Parking Lot in excess of 10 days without prior arrangement may be subject to excess charges by a deadline. Failure to pay by the deadline will be subject to relevant regulations such as Civil Code.
(H)Engines should be turned off after the vehicle is parked. Loitering inside the Parking Lot and walking on vehicle ramps are not allowed.

VI.The Parking Lot has acquired public liability insurance with a minimum coverage of NTD 3 million for a bodily injury, a coverage of NTD 3 million for a property damage arising from an accident, and a coverage of NTD 30 million for bodily injuries arising from an accident. During the policy period, a maximum aggregate compensation of NTD 64 million may be claimed.
VII.In case of lawsuit involving matters covered in the guidelines, both the Bureau and the user agree that Tainan District Court of Taiwan shall be the court of the first instance. Article 47 of the Consumer Protection Act and Article 436-9 of the Taiwan Code of Civil Procedure which stipulates Small-Claim Proceedings shall not be excluded.
VIII.Matters not set out in the Guidelines should be processed under relevant regulations. In the event that no regulations are available, the principle of good faith should apply.
